Today, the joy of the noble people of independent Tajikistan knows no bounds, because the long-standing dream of the country – the commissioning of the first unit of the country’s fateful facility – the “Rogun” hydroelectric power plant and the first production of electricity in it has come true.

This historical date will be recorded in golden letters in the new history of free and sovereign Tajikistan and will be a source of pride and honor for the present and future generations of our people.

On this occasion, I sincerely congratulate all the residents of the country and our compatriots abroad.

I congratulate you on these historical moments, and also to you, the builders of this magnificent palace of light, who showed bravery, perseverance and a warm feeling of patriotism in the field of constructive labor, the scene of national shame and honor, and to each of you on behalf of the entire Tajik people, on your own behalf. and the Government of Tajikistan express my sincere gratitude!

The government of the country, in spite of many financial and economic problems, from the first days, realizing the great responsibility towards the Tajik people, mobilized all available resources and opportunities for the construction of the power plant and creation of favorable working conditions for its specialists and workers.

Because we deeply understood that “Rogun” is the most important factor of the economic and social progress of the country, the peaceful life of the people, that is, the prosperous future of our beloved Tajikistan.

As a result of the measures taken by the Government in this direction and thanks to the dedicated work of you, the builders of this historical structure, today we are very close to one of our national strategic goals – ensuring energy independence, which is the main condition for solving the most important economic and social issues of the country, and at the same time expanding regional cooperation. we got close

Because “Rogun” will serve all the countries of the region by using its renewable source of energy production and environmentally friendly electricity, and its reservoir will play a big role in regulating the water supply, especially in the years of water scarcity and drought.

It is worth noting that the construction and installation of equipment at the power plant was carried out in compliance with international standards, comprehensive examination by highly qualified and experienced experts and the involvement of world-renowned companies, and this work will continue until the complete completion of the facility.

I would like to emphasize that the evaluation of the project by the best specialists and experts of the World Bank continued for five to six years.

The foundation of the power plant dam, which requires a high level of professionalism and a lot of experience, was entrusted to the winner of the international tender – the Italian company “Salini Impregilo”.

As our dear compatriots remember, on October 29, 2016, we changed the course of the Vakhsh River, which laid a reliable foundation for the construction of the foundation of the 335-meter dam of the power plant.

To date, the construction of the hall of machines and transformers, which is located under the mountain, has been realized with the installation of some units, which is unprecedented in the world.

I, on behalf of the Government and the people of Tajikistan, to international financial organizations, all domestic and foreign engineers and specialists, including managers and employees of prestigious companies of several foreign countries, who completed the assembly and installation of the equipment of the sixth unit of the power plant with high quality and on time, and now they are continuing such work in the fifth unit, I express my sincere gratitude.

The construction and installation works at the hydropower plant “Rogun” were carried out with the involvement of 67 organizations and institutions, well-known domestic and foreign contractors and the total number of more than 22 thousand specialists and workers, more than 90 percent of whom are citizens of Tajikistan, as well as with the use of 3,600 machines and mechanisms. are standing

It is worth noting that the construction of this power plant requires a lot of hard work and perseverance from everyone who participates in it, first of all, tunnelers and, in general, all specialists and workers, because 90 percent of the work is done underground.

In fact, the “Rogun” power plant is a very unique school for all domestic and foreign companies, and it is preparing thousands of experienced Tajik business professionals for the international market of construction of hydropower facilities.

I believe that the rich experience of Tajik specialists will be widely used in the future not only within the country, but also in other countries.

Dear compatriots!

In our country, during the 27 years of state independence, in order to increase the production capacity of the energy sector, strengthen the energy system, increase the quality and reliability of the supply of various sectors of the economy and society with electricity, provide customers with constant access to electricity and reduce its technical losses, in general, 25 projects for a total amount of 23 billion somoni have been implemented, and now the implementation of another 9 projects for a total amount of 6 billion somoni is underway.

In addition to the commissioning of the first phase of the “Rogun” power plant and the production of the first electricity, which we have now witnessed this historic event, many works have been completed in other main and auxiliary facilities.

In particular, the construction of the 500-kilovolt power transmission line “Rogun-Dushanbe” for the amount of 745 million somoni and the substation of the power plant at the cost of 630 million somoni was built and put into operation.

Thanks to the above-mentioned facilities, a few moments ago, the “Rogun” hydropower plant was connected to the unified energy network of Tajikistan, and the electricity produced by “Rogun” reached the homes of every resident of the country.

The construction and assembly works in the first and second construction tunnels were fully completed, and the third construction tunnel, which was planned with the recommendation of the World Bank experts in order to ensure the safety of the facility during a possible flood, was built on time.

In order to put the next units into operation, the works on the transport and auxiliary tunnels are expanding, and we can confidently say that the second unit of the plant will be put into operation in 2019 according to the plan.

I would like to remind you that today’s stage is still the beginning of the work, and a lot of time and effort is needed to complete the work at the plant. However, taking into account the experience and the results we have achieved so far, I confidently state that we will complete the construction of the “Rogun” hydroelectric power plant within the stipulated time.

The government of Tajikistan has financed the power plant from the state budget in the total amount of 24 billion somoni since the beginning of the construction works.

Three and a half billion somoni have been spent only for the implementation of preliminary construction works since 2016.

The noble people of Tajikistan well remember that on January 5, 2010, I appealed to them and invited them to contribute to the construction of the “Rogun” hydropower plant, that is, the source of light and heat for their homes.

In these happy moments, I would like to express my sincere gratitude to all those who accepted our invitation, bought shares of the power plant and made a patriotic contribution to the start of its construction.

On this blessed day, we would like to express our gratitude to the representatives of all foreign companies who are working side by side with the Tajik founders in this fateful construction of our people, as well as to the members of the Board of Supervisors of the Joint Stock Company “Rogun Hydropower Plant” and to them in their activities. I wish them good luck and new achievements in the future.

The firm determination and strong will of the patriotic and noble children, which can be observed now in this field of men’s labor, gives us strong hope for the prosperous future of our dear Tajikistan.

After the days have passed, we and our children will proudly say that we built the “Rogun” power plant – this great house of light of the nation with our own efforts, that is, with the efforts of our great people and with the cooperation of the best specialists of the world.

“Rogun” will become a great source of light and warmth after its full operation, the long-term dream of our civilizing nation will come true, and all the intentions and plans of the noble Tajik people will become a reality.

Today and in the future, “Rogun” will be a source of pride for every individual of the homeland, a source of patriotism and a warm feeling of patriotism and pride of the Tajik people!

Once again, I sincerely and sincerely congratulate all the proud people of independent Tajikistan and all of you, the honorable present, on the first unit, the first light and the first flame of the great lamp of the nation, which reached every household of the country, that is, the beginning of a new era of the life of the society and the state.
