Project Background
The Government of the Republic of Tajikistan has received financing from the World Bank in the amount of US$15,000,000 toward the cost of the Technical Assistance (TA) for Financing Framework for the Rogun Hydropower Project This project is jointly financed by the Asian Infrastructure Investment Bank (AIIB) (US$ 5.0 million).
The TA Project will help to: (a) strengthen technical, environmental, and social aspects of the Rogun hydropower plant construction project (Rogun HPP Project); (b) develop the commercial framework of the Rogun HPP Project; and (c) strengthen the institutional capacity of the Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan Rogun (Rogun PMG), which is the implementing entity for Rogun HPP Project.
Main objectives of the assignment
The main task to be carried out by Occupational Health and Safety Specialist is; advise on H&S of the for the qualification and appointment of new Contractors, follow the Rogun’s Health and Safety Management System (HSMS) procedures, review EHS requirements and ensure that they are reflected in the contracts and subcontracts as applicable, carry out regular inspection of the Grievance Redress Mechanisms (GRM) for workers established at all levels, etc.

Qualification requirements:
- Master’s and/or Bachelor’s degrees in relevant science of engineering. Four (4) years’ experience as a safety manager may be substituted for an undergraduate or graduate degree.
- Ten (10) years’ experience in designing and implementing occupational health and safety programs at construction sites.
- Three (3) years’ experience as a safety manager at underground mining/tunneling sites.
- Five plus (5+) years’ experience as a safety manager at construction sites in steep and complex terrain.
- Five plus (5+) years of experience in applying World Bank and/or international safety standards at mining and hydropower projects, including experience in applying the World Bank’s 2018 ESF.
- Good knowledge of OHS related and labor legislation of the Republic of Tajikistan.
- Successful experience of working in teams of specialists, including the integration of findings and the development of practical recommendations
- Fluency in verbal and written English, Russian, and Tajik languages.
An individual Consultant shall be selected following Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”)
