Republic of Tajikistan Technical Assistance for Financing Framework for Rogun Hydropower Project Project ID: P178819 Consulting services: Communications Specialist RHPP/CS/IC/12/L)
Project Background
The Government of the Republic of Tajikistan has received financing from the World Bank in the amount of US$15,000,000 toward the cost of the Technical Assistance (TA) for Financing Framework for the Rogun Hydropower Project and intends to apply part of the proceeds for the proposed consulting services. This project is jointly financed by the Asian Infrastructure Investment Bank (AIIB) (US$ 5.0 million).
The TA Project will help to: (a) strengthen technical, environmental, and social aspects of the Rogun hydropower plant construction project (Rogun HPP Project); (b) develop the commercial framework of the Rogun HPP Project; and (c) strengthen the institutional capacity of the Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan Rogun (Rogun PMG), which is the implementing entity for Rogun HPP Project.
Main objectives of the assignment
The main task to be carried out by Communications Specialist is to develop and execute a comprehensive communications strategy to inspire key target audiences to understand and support the positive benefits of the Rogun HPP. This includes proactive management of all external strategic communications for Rogun HPP project, working closely with communications teams, providing timely and accurate updates on the project’s progress, and adherence to high environmental, social, and safety standards to reassure stakeholders and key external audiences, etc.

Qualification requirements:
- University degree (Bachelor or a Master’s degree) in Communications, Political Science, International Relations, Journalism, Public Affairs
- Five (5) or more years’ experience working with International Organizations, Donors’ funded projects, communications, international relations, public affairs, political science, or other related field, or equivalent combination of education and experience. In addition, working experience in Investment Operations will be valued.
- State-of-the art knowledge in the field of strategic communications, and ability to address a range of issues related to a business group, including taking the lead on highly visible and sensitive assignments.
- Highly developed verbal and written communications skills in English, Tajik and Russian languages, ability to convey complex messages succinctly and diplomatically.
- Demonstrates an in-depth understanding of target audiences, highly effective writing style, and expertise in high-impact messaging to global audiences.
- Has excellent working knowledge of digital and social media, including Facebook and Twitter, with experience in creating and sharing digital content.
- Shows sensitivity when delivering politically sensitive communication to large group/public forums and/or strategic parties.
- Effectively counsels /coaches team members, senior management in their delivery of messages to a variety of constituents, even on challenging topics.
- Anticipates problems and opportunities; with potential problems, surfaces contributing factors and resolves them before there is negative impact.
- Coaches others in selecting and using appropriate problem-solving methods.
- Experience in working closely with senior leaders on communications and in dealing with media.
- Proven ability to operate effectively in a multicultural environment.
- Understanding of multilateral development banks, including the WB/AIIB, its policies and operations a plus.
