REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION)

Project: Construction of the Rogun Hydropower Plant
Assignment Title: Audit of the Financial Statements of OJSC Rogun HPP for the Year 2026 in Accordance with IFRS
OJSC Rogun HPP (hereinafter – “the Client”), in the framework of implementing the Rogun HPP Construction Project, intends to hire an auditing firm to provide consulting services. The consulting services (hereinafter – “the Services”) include the audit of the annual financial statements of OJSC Rogun HPP for the period from January 1, 2026, to December 31, 2026, in accordance with International Standards on Auditing (ISA) and International Financial Reporting Standards (IFRS). The expected duration of the assignment is no more than six months after the end of the reporting period.

The Client now invites eligible consulting firms (hereinafter – “Consultants”) to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they meet the following shortlisting criteria:
- The core business of the firm is financial auditing, with at least five years of experience in this field.
- Proven experience in auditing major infrastructure and hydropower projects (at least two similar projects within the last ten years).
- Technical and managerial capability to perform the assignment (including qualified and experienced personnel, and quality control systems).
Consultants may associate with other firms to enhance their qualifications, provided they clearly indicate whether the association is in the form of a joint venture or a sub-consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for any resulting contract.
The selection of the auditing firm will be conducted in accordance with the legislation of the Republic of Tajikistan.
